Considering his position within the Agency, he's often seen in the best of the best; Armani suits with red lapels. Red ties, and simple black boots. Freidrich wants them all to have no true identity, and to act as one.
Outside, when he's not working - when he isn't allowing himself to be tracked - you'll find that the only thing that does not change is the fact that he wears fingerless, black gloves. Everything else is left to change, for he doesn't want to become the hunted. Layered shirts, and pants sometimes deemed too tight or too loose.

He has, however, been known to over-think things and get a bit spastic and fuck things up, as Freidrich puts it.
His personality is stiff, and he's far often soft-spoken unless irritated or angered -- which rarely happens.

He has a heart that's still capable of beating, and often doesn't quite understand why the Agency won't just let people be.
Everyone has their own inner demons, and W.R. is no different than them; he's struggled in the past, as well.
He can be skittish when things get out of hand, or if he feels he's being closed in on.
Deep down, he's scared that Freidrich will turn on him and end him. Aside from that, he's concerned about dying without ever making a huge impact on anyone's life. Dying without dignity.

Brief History:
W.R. (acronym) grew up in the UK. He'd always been a brilliant boy, but overshadowed by the others who actually had a destination and header for their own lives. He struggled with depression, self-harm, and the occasional usage of pills to cope, but he made it through. W.R. was a mess, plain and simple, and had - at more than one time - been quite unstable.
This, of course, was quite appealing to Freidrich, once he'd caught wind of it. No, the boy hadn't served a day of his life in the military scenery, but he was perfect to break. Thus, Freidrich discreetly had each of his immediate family members killed; and be damned if it wasn't the last straw. It left W.R. in a compromised state, and he was swiped up by The Agency to serve a purpose. They gave him confidence; and while they'd deliberately broken him, they built him back up. Molded him into what they needed
But, certainly, they couldn't have thought it'd last. Even those with broken wills were of sound mind, more often than not. Their wrong-doings bled through like black sharpie on white paper, and now it was just a matter of finding out how to get out before they put him out.
